"The smart cities" as one of the main directions of social innovations

Summary

One of the main criteria of social development is social innovations (in English - social innovation) are new ideas, strategy, technologies which promote the decision of socially important tasks, causing social changes of society.

New social systems, education systems might be considered as social innovations, health care, the systems of public communications using innovative approaches and/or technologies.

Social innovations have huge value for economic development and improving of quality of life of people in the cities. Therefore one of principal directions of social innovations are the "smart" cities. According to results of the research conducted by Frost &Sullivan in cooperation with the Hitachi Europe Ltd company., by 2020 56% of the population of Earth will live in the urban environment, and by 2025 more than 35 cities will become large megalopolises, there will be also 26 "smart" cities, the size of the market of technologies of the intellectual cities will reach the phenomenal volume of 1,57 trillion US dollars. By development and implementation of concepts of "The smart cities" it is necessary to consider open technologies among which are: the Internet of things, 5G, the Biometry, processing of unstructured data, technologies of support of decision-making addition and the virtual reality, distributed databases, geoinformation technologies and navigation, machine learning, etc.

The rating from the research company Juniper Research and the producer of Intel processors evaluates the cities by such criteria as achievements in internet technologies, their influence on life of people, health care and infrastructure in general. According to rating Singapore exceeded other cities on prevalence of gadgets among elderly people. It allows to control their state of health, prolongs life and its quality. The second place was taken by the world financial capital – London. Further the American cities follow: New York, San Francisco and Chicago. Among ten winners are included the capitals of South Korea and Japan, and Seoul outstripped Tokyo. From beginners in similar ratings it is possible to mark Barcelona – the second Spanish city in number. He took the ninth place in rating. The Smart City project has begun in Baku and in Uzbekistan.

To implementation of the new project in Georgia "Smart City: Heat Wave — the pilot project" has been started by Your Forest Fund. The pilot version of the project has been started in the city of Batumi.

The purpose of the project is creation of the city climatic network of high resolution which is carrying out continuous meteorological monitoring (with an interval of updating of these data from 10 to 30 minutes).

The carried-out analysis has allowed to allocate several latest and the most useful element of creation of the smart cities which can be used in Batumi and also in other cities of Georgia. Now Georgia is considered as a successful example on introduction of blockchain technologies . Also in Georgia the construction of the biggest center in the world for mining of bitcoins begins. The GCF fund with the capital in 6 bln. dollars is engaged in it.

In general it is possible to make the conclusion that development of projects of "the smart cities" requires carrying out active policy on informing the population and expert community about progress of development of the concept of the smart city for strengthening the support of citizens, use of Big Data for the purpose of optimization of conducting inspections in various spheres of city life.
